Thanks, Gentoo's dvb-apps install does not come with those. I was able to get HDTV working, however playback shudders (my system is rather slow so I wasn't expecting anything great).
I still am having problems with regular cable, though. First the colors are washed out (they look fine on HD content). Again, v4lctl doesn't seem to do anything. Second, sound only works after changing the channel. This only occurs when recording (so both live tv and recorded shows), playback of old shows I recorded with my old card work fine (also HDTV does not have this problem). Third, since I have entered the card into Myth, tuning a NTSC cable channel will work for a few seconds and then will become garbage (screenshot: http://files.radixpub.com/garbage.jpg). If I remove the card from Myth this doesn't happen. I think it's because Myth will try and access the dvb part of the card while it's playing the regular cable channels. I have tried the 'Open DVB on use' (forget the exact text) option under myth-setup, but it had no effect. Any help is appreciated.
