Late comment: vlc does not depend on lirc any more, so this should not
happen to new installations.

Work around for existing installations is to either remove the lirc
package or simply disable lircd.socket, lircd.service and lircd-uinput
using systemctl.

Bug description:
  Subject pretty much says it all. Installing vlc also installs 
liblirc-client0. This hoses up kernel lirc by not allowing some key codes to be 
passed to apps. ir-keytable -t shows it is working fine. Removing 
liblirc-client0 fixes the problem but also removes vlc.
