We've been using PHP 4.3.x and MySQL 4.0.x for a few months now on our production systems and had encountered only one problem unrelated to PHP (an issue where LOAD DATA FROM MASTER would wipe out all of the tables in the database, even if it was just using wildcard replication for a few tables) which was fixed in 4.0.16.
