OK, yes and no.

The actual checkbook would be a simple database, the software to interface
it would determine things like the ability to create graphs and so forth.  A
database is just that, a centralized, organized collection of data.  What
you actually do with it or how you use it is completely up to you.

For what you want, Crystal Reports could do the graphs and reports and I
think that PhP could handle the web end of things, though I'm not really
strong on the web end of things, I usually build databases for internal
applications and probably couldn't build a web page that didn't involve a
template to save my life. :)
