Sometimes this error occurs if the server is using an old version of TLS (1 or 1.1), which are disabled by default in Mutt. See $ssl_use_tlsv1 and $ssl_use_tlsv1_1 in the manual.
However, I tried running 'openssl s_client -connect imap.arcor.de:993' and it reported TLS 1.2, which should be fine. What is the URL you have Mutt configured to connect to?
