I have replaced the default meaning of ^L in my keybindings:

macro generic \Cl ":source ~/.mutt/muttrc\n<refresh>"

That makes mutt reread my muttrc (which I keep in ~/.mutt), then refresh the screen (the default behavior).

It does mean that I occasionally clobber a manual settings change I've made when I just want to refresh the screen, but I try not to make too many manual settings changes. If I do something manually twice, it's usually worth the time to script it, if only because I won't forget how to do it the next time I want to do it.
