I'm pretty much a mutt noob, so there is a good chance that I am wrong about this, but I wonder if you might have that key combination mapped twice? I'm not even sure if it would work at all if you had it mapped to two different commands.
On my system which is also running Mutt 1.5.21, although the patched version with the sidebar, I use the arrow keys to move to the next or previous message in the index.
I mapped ctrl+n to highlight the next mailbox in the sidebar. -- John
