Are you sure that the "-n" is needed?

  -n     Causes Mutt to bypass the system configuration file.

That may be telling mutt to ignore the configuration file that you're
specifying with the -F options.  

I do the exact command above all the time (I have 4 different muttrc
files.  It always works fine for me without the "-n".
