Loathe as I am to praise it, Lotus Notes can be set to automatically remove attachments and inserts a line saying, “[Attachment ‘XXXXX’ removed by Michael Graham/Blah/BLAH]”. Not sure if it logs sent attachments in one central location though. Anyway.
