It's not a bug at all... at least not on the client side. If you'd read the bug reports, you'd have learned that it's a flaw in TLS itself, and occurs when the server terminates the connection prematurely. Bottom line, there's not much Mutt can do about this, other than ignore the error, which is almost certainly the wrong thing to do. The GnuTLS but report explains why.
