I agree with Simon Ruderich in general. Sounds tricky. Years ago when I ran out campus mailing list server I hated the web-based archives interface, so I built a few simple scripts that let an IMAP server read directly from the archive files. I created a public, read-only account so that people could browse archives, reply, etc. using any IMAP mail reader. It was pretty nice, and easy to implement.
