Weird, I just build 1.5.17 and I have it there (even with mutt -n
-F /dev/null), one the first page.

What happens when you run :push <decode-copy> in mutt? If it
works you could just add these bindings to your muttrc:

    bind index \eC decode-copy
    bind pager \eC decode-copy
