I create Maildir folders with a tiny script, which essentially goes:

  mkdir "$dir" "$dir/new" "$dir/cur" "$dir/tmp"

where "$dir" is the folder directory.

Maybe you want to use the "mailboxes" muttrc setting to enumerate the
journal folders? (See "man muttrc").

I'm afraid I don't use the mutt foler list; I tend to quit mutt and then
open a new one in another folder. Clunky but habitual. Others will have
to advise you on getting mutt to show you your (sub)folders more easily.
