procmail can be setup to work with such syntax, too.
But I'd prefer:
FOLDER="mutt"
ADDR="mutt-users@mutt.org"
INCLUDERC="$PROC/listcheck.pml"
FOLDER=...
ADDR=...
INCLUDERC=...
