I just tried this with

  set folder=imaps://user@server/

on Mutt 1.4i (2002-05-29), with and without trailing slash,
and it works as expected, i.e. typing "c?" asks for my
password and then presents the list of IMAP folders and
"c=I<TAB>" completes with "=INBOX".

Looks like your version of mutt does not understand the
"imaps://" syntax?
