A change in the mailing list setup maybe.  But I'm pretty confident that
mutt's bounce command hasn't changed.

Not that I recall.  It's always pretty much just resubmitted the message
as is, but with new envelope recipients.

Messages created with the resend-message command (at least in 1.5) don't
have any Received: headers (until they're added by MTAs).
