Try hitting <Ctrl-T> instead when you're at the 'To:' prompt after hitting 'f' to forward. You'll get the list of everyone in abook's address book. Cursor to the entries you want and hit 't' on each. Then hit <Enter> and they will be inserted into the 'To:' line. Ignore the duplicated commas with whitespace between - this will be cleaned up before you get to the editor or compose window.
