But you can write �,� and � without problem in an xterm and in other
apps, correct? If not, what are your values for $LANG and $LC_CTYPE?
As far as mutt is concerned, try setting 'send_charset' (in muttrc)
to iso-8859-1; perhaps setting 'locale' (in muttrc) to iso-8859-1
will help.
