*sigh* No, it isn't.  RFCs define on-the-wire protocols to be used when
communicating on the Internet.  Appending a '>' to a 'From ' header is
something done to a local file format for mailboxes.  A local file
format is not a protocol, and '>From ' lines are _not_ transmitted as
such, which is why you _won't_ find this behaviour defined in any RFC.

The mbox format that does this is not formally specified, which is why
you also won't find any standards document describing this.
