AIUI they're added by the sending MTA (or even MUA) because they have
to be there, not like quoting in transit or even the ^>From_ escape
in an mbox (which could be unnecessary if you used and trusted the
Content-Length: header but which usually ends up there anyway), so I
don't believe that a removal method maps (or would map well).

Your one hope, I think, is that not all multi-word fullnames require
them; even my pluralization apostrophe above, for instance, doesn't cause
wrapping in quotes.

Yeah, that's always a problem, too.  What about just using %F instead?
