i have the same problem sometimes.  of course if you filter based on
TO_ (in procmail at least) you'll still catch it, but i try not to do
this since it's a bit more expensive to do the TO_ filtering.  i do it
anyway for some internal lists.

for other lists, i just create unique addresses, and then filter the
lists, but also filter based on the unique address (this usually ends in
more TO_ filters in procmail though), but it's pretty effective in
keeping stuff in the right folder.

hrmmmmm.... well your first suggestion deserves some further
consideration (the shooting one).
