What you are describing are the help lines controlled by the $help
variable. I am unaware of any easy way to move these to the
bottom of the screen, however you can disable them entirely by
unsetting $help in your ~/.muttrc file.
unset help
If you really felt the need to have them at the bottom of the
screen, you could rewrite the $pager_format and $status_format
variables to provide such lines in their respective screens.
Although doing that would seem silly to me, the nature of Mutt
being so easily configured is one of the things about it which I
thoroughly enjoy.
