I don't know why it broke, but the following works:

/home/lcr299/.mutt/tzoom\n"
macro pager z <Esc>z 'toggle zoom'
Where /home/lcr299/.mutt/tzoom contains:
macro pager z <ESC>z "toggle zoom"
