Maybe "ISO-8859-5" will here do a better work than "koi8-r"
What about a furthermore setting
set send_charset="ru_RU.KOI8-R:ISO-8859-5:utf-8" # Charsets \
# for outgoing messages.

AFAIK you have to set only the LC_CTYPE="ru_RU.KOI8-R" maybe in
your $HOME/.bashrc with
export LC_CTYPE="ru_RU.KOI8-R"
All your other locale settings could be either 'C' or 'POSIX'.
