There is no such thing as an unspecified content-type charset which
needs to be fixed. The MIME specifications clearly say that the
default charset is us-ascii.

Once again, if there is no explicit content-transfer-encoding MIME
header, "7bit" is implicit according to the MIME specs, so there is
once again no need to mess around with the headers.
Don't try to fix things which aren't broken.
