% is something that all fido mailreaders and pine have. quote_chars in

You can change your quoting indent string by setting the $indent_string
variable.  From the manual:

  6.3.71.  indent_string

  Type: string
  Default: "> "

  Specifies the string to prepend to each line of text quoted in a
  message to which you are replying.  You are strongly encouraged not to
  change this value, as it tends to agitate the more fanatical netizens.

Note the warning at the end, though some folks obviously choose to go out
and brave it on their own.

To set the indent_string to initials, you probably have to use your
S-Lang scripts or some emacs mode.  You're on your own there :-) though I
bet that at least one other person can pipe up and show you how to get it
done under mutt.
