The best solution would be to ask Mutt developers to add a
folder-matching operator that could be used in send-hooks.
Now you can try defining send-hooks within folder-hooks. I have seen
such solutions while lurking on this list, but I've never used them and
cannot give advice. (In fact, I do not use folder-hooks at all.)
