The smart-ass answer:

1. Come up with a RFC for email that allows for 8bit characters and a
method to define the charset for email headers.  Get the RFC approved.

2. Get enough MTA's on the Internet to support this RFC so it's actually
worthwhile to use it.

3. Get enough MUA's to use it so it will actually work in practice in
end-user-to-end-user messages.


The real answer:

The relevant standards do not allow for 8bit characters in the headers,
and even if they did there's no way to specify a charset for the header
text.  The only way to do this is to use MIME-encoding.  So until the
standards get changed (and enough other email programs support these
standards), it can't be done.
