This question has very little to do with Mutt, but here goes...

For these two, maybe the best way would be to run some sort of
file synchronisation program such as rsync, this would keep things
in sync both ways. I've not used rsync so I don't know how it handles
2-way syncing. It would work better if you used Maildir as your folder
format because then messages would be stored in one message per file, so
no problems with having different contents in folders with the same
name... Although then you might get duplicate messages as the files
get renamed with status changes. :-(
Not an easy thing to do... Perhaps have the dir mounted with CODA.
But that's getting to be quite a lot of work for something like this.
Perhaps the best method would be to create 2 copies of every incoming
message: one for local storage, and one that goes into the POP/IMAP
server spool, to be downloaded to your workstation and then deleted
from the spool. You won't get message status synchronisation (or
sent-folder synchronisation), but at least it's much easier to do than
any of the other solutions I thought of.

That's easy. If you have a dialup-connection (ie. your work PC is a
laptop), set up a dialup MTA (nullmailer, masqmail, etc...) and have
it handle the messages. The sent messages will be queued for later
when you're not connected, and will be sent when you're connected.
If you have a fixed connection (normal PC, not a laptop), then it's
even easier, any normal MTA will do (sendmail, qmail, exim, postfix...).
