I'd suggest to start with an empty .muttrc to which you can add 
things. Copying a muttrc from others is probably annoying if you don't
agree with most of the preferences of that person.

The system defaults are usually in a file called Muttrc, it's directory
is listed under SYSCONFDIR of the output from `mutt -v' .

To create aliases add lines like

  alias key address [ , address, ... ]

to your .muttrc (or another file which you include with "source file").

This is explained more detailed in paragraph "3.2 Defining/Using aliases"
of the manual. This is supposed to be readable with the F1 key, if
this doesn't work, ask the administrator for the location.

No. The personal configuration must be maintained with your editor, but
it is very flexible with hooks and macros.
