There is no US version that comes with PGP support.  You need the non-US
(i) version.

It sounds like you didn't install the packages needed to compile things
when you install redhat.  Either install those packages (autoconf,
automake, prolly gcc, etc.) or find a precompiled version.  I'd always
recommend you compile stuff yourself, but you're apparently not doing that
for other stuff you install, so... Anyway, you may find Thomas Ribbrock's
