I'm not exactly sure what you mean.
With my (somewhat old) version of mutt, the index cursor stays on the
same message that it was initially on, for either "[" or "]" (excluding
top/bottom of index action).
Do you perhaps have an odd screen size (number of lines not evenly
divisible by 2), or some such?
I suppose it's *possible* that that code has been changed, since last
I worked on it, but I wouldn't think so ...
