Actually, as someone else here pointed out, Mutt will even do this for
you, if you put a blank To: header, and only put recipients on the Bcc:
header.  The To: header will be changed to "undisclosed-recipients:;" in
order to satisfy picky MTA's.

The hard part is putting in a blank To: header, because Mutt will
usually assume you want to abort if you do not enter anything on the To:
header.  You must edit the header in the compose menu, or using
edit-headers, in order to accomplish this.
