I don't know if it will work for you, but this is what I have in my
~/.bash_profile (or in /etc/profile for general configuration) in an intel box
running Debian 2.0:

LANGUAGE=es:en
LC_ALL=es_ES
LANG=spanish
MM_CHARSET=ISO-8859-1
export LANGUAGE LC_ALL LANG MM_CHARSET

change "LC_ALL=es_ES" to "LC_ALL=de_DE", "LANG=spanish" to "LANG=german", and
"LANGUAGE=es:en" to something like "LANGUAGE=de:<anyone_else_you_want>" and
you should be able to see and type the dieresis (umlaute).
