Why do you have a dotlock program? The main function of the dotlock
program is to assume extra privileges needed to lock files in
directories that you do not have write access to (such as, say,
/var/mail). If you have your own personal copy of the dotlock program,
it almost certainly doesn't have any more privileges than you do.

Perhaps Mutt was unable to lock the mailbox, but that fact is being
hidden from you, for some reason. Is dot-locking even required on your
system? What are the permissions of /var/mail?
If dot-locking is required, you will need a system administrator to
install the dotlock program with the appropriate privileges in order to
read your mail from /var/mail.
