Freeze for translations in place

I've just emailed the mutt.pot file to the mutt-po mailing list. The release is currently planned for the weekend of 11/29-12/1. Until then, all commits should be restricted to bug fixes only, and no translation strings should be touched with notifying me first.

I've pushed an initial UPDATING file up to master, but it still needs several rounds of proofreading and editing: <https://gitlab.com/muttmua/mutt/blob/master/UPDATING> feedback is welcome.

Autocrypt documentation is at <https://muttmua.gitlab.io/mutt/manual-dev.html#autocryptdoc> and multipart/alternative composition is discussed at <https://muttmua.gitlab.io/mutt/manual-dev.html#alternative-order>. Martin F. Krafft's sample filter is under contrib/markdown2html.

Help testing the new features is always appreciated too.
