Almost from the moment of the announcement, we've had some people start using the gitlab site for issues and PRs. Since then, I've also changed the manual and www.mutt.org website links to point to the new site. Check out the "Issue Reporting" and "Developer Resources" links on www.mutt.org. Unfortunately, part of the reason for this change is because dev.mutt.org's TTL is unknown at this point, and is probably quite short. I have neither the skills nor desire to maintain and secure an equivalent server, so decided to move to a hosting site.
