 It looks like my problem is different from yours.

 Following your comment I did some further testing. My
 problem occurs on a system running Debian testing with
 mutt-1.7.2 compiled from source and the Debian libs:
 libgpgme11 1.8.0-3, libassuan0 2.4.3-2, libgpg-error0
 1.25-2. It occurs with all encrypted + signed messages from MS
 Outlook and it also occurs when I use openssl to create a
 message with non-detached signature.

 My problem does not occur on a system runnig
 Debian stable with mutt-1.5.23 and Debian libs: libgpgme11
 1.5.1-6, libassuan0 2.1.2-2, libgpg-error0 1.17-3. On this
 system the non-detached signature created by openssl is
 correctly verified and some of the MS Outlook created
 messages are correctly decrypted + verified while others
 give the error message: [-- Error: decryption failed: End of
 file --]. My workaround has no effect on this system.

 So I guess my problem, and maybe yours, is a bug in gpgme
 rather than in mutt and my workaround only helps for the
 specific library versions on my Debian testing system.
