#3898: UTF-8 character in References header

 Andrey Utkin replied to a message that had a UTF-8 character in the
 References header.  It was bounced by the linux kernel mailing list
 because of the non-ascii header.

 The question is what, if anything, mutt should do about an illegal
 character in the References header?

 A retry using the Fastmail web interface worked, but dealt with it by
 RFC2047 encoding the header.  I need to look to see if that is even legal,
 but an initial analysis by Cameron Simpson seemed to indicate that RFC2047
 should not be applied to this header.
