I'm able to duplicate the error.  (I had to move my
/usr/include/libintl.h out of the way).

It's trying to generate hcversion.h before the intl target has been
built.  I have to review my automake-fu and see the best way to fix
this.  I'll try to get a patch out later this afternoon.  Thanks for
reporting the problem.
