What about considering a sort of release identifier instead of date?

If mutt is packaged by a distributor that should be recognized by this
id, and then it need not to include detailed version information because
it is defined by other means (version of the package from that
distributor).

If not packaged, the version is identified by number and date, as now.

Change would be about an option to override the date with a
distributor's release string.
