When you run <shell-escape>echo $SHELL; echo $0\n, mutt runs {{{ EXECSHELL -c 'echo $SHELL ; echo $0' }}} and sets $0 to 'sh' by default. EXECSHELL is a compile-time constant. So if in your case $SHELL is zsh I guess EXECSHELL is zsh, too?
