And even if they aren't necessary, one doesn't necessarily want to
remove them. For instance:

From: firstname "pseudo" surname <[EMAIL PROTECTED]>

In short, if the sender has added unnecessary quotes, this may be for
a good reason, and it may be better to keep them.
