Hi Steve,
something is fishy with your installation. I've performed the
same install many times in the past weeks on multiple different
Windows 7 machines, and they always worked fine (including tar).
Is it possible that you have a virus scanner that blocks certain
disk operations, or a restrictive security policy, or you are
trying to install to a very special location that might give
you problems (spaces in the directory names, network mount, ...)?
