My own experience is that MinGW-w64/MSYS2 does not work on wine because of several wine bugs which have not been addressed for a number of years. However, I have heard (I have no personal experience with wine-staging) that there has been some attempt to fix those wine bugs on wine-staging to the point where MinGW-w64/MSYS2 mostly works on that platform. (I assume you already know this, but for others here I want to emphasize that wine-staging is not wine.) See <https://github.com/TeaCI/tea-ci/wiki/Msys2-on-Wine> for the latest directions on how to install MingGW-w64/MSYS2 on wine-staging.
