Dependency Walker (http://www.dependencywalker.com/) is your friend when 
searching for missing dependencies.

 It's possible that libvlc is loading a config file or dynamically
loading some other DLLs.  You might have to compile a debug version of
the library and step through it with gdb, or just spend some time
reading the source code of libvlc_new.
