At work, I have problems installing msys2 packages. I don't know
what's going on, but downloads fail regularly. Rather than worry too
much about it, I'd like to just create a local mirror of the
repository and use that. What would I need to do that?

Specifically:

1. Where do I download "the repository"?
2. What do I need to do to configure pacman to use my mirror rather
than the main repo?
3. What's involved in checking for changes in the main repo? Are there
any tools available for maintaining a mirror like this?

On a somewhat related note, there seem to be some packages (for
example "file") that are in https://github.com/Alexpux/MINGW-packages
but not in the repository. Is that deliberate, and if so is there any
way of knowing why some packages aren't available via the repository?
