This is radical only on the sense that stops using the nice package
manager. It has the advantage of being just a policy change, as I guess
that does not require coding. Maybe something that warns the user about
a MSYS2 reinstall when a package upgrade needs a new msys-base.

Alexey, the changes usually introduced on msys-base are critical ones?
Do you think that, given the current state of msys-base users would need
to download the msys2 installer too often?
