No flames from the Linux guys please...

I am an embedded micro programmer with limited
desktop programming but I can get by with
Visual Basic for Windoze.  :(

I'm looking to come up with a means of  2-way MP3
streaming in VB that can encode audio from the PC
microphone and stream it out to a specified I/P address
when a "push-to-talk" button is enabled in the giu, and
conversely decode an incoming stream and output the
audio to the PC speakers.  In a nutshell, it would essentially
work like an MP3 intercom via ethernet.
I'm aware of some other VoIP codecs and other software
(Speakfreely ect..) that I might be able to use but I need
it to work with MP3 streaming.

Has anyone done something like this ?
Guidance or pointers to sample VB code very much appreciated. (I don't speak 'C' so VB only please.)
