Some decoders don't understand VBR, and assume that all frames in the file have the same bit-rate, calculating the duration based on the bit-rate of the first frame and the size of the file. This can also happen if the VBR header is missing or corrupt. You don't say which tools you used to read the MP3 info - try it with something else, preferably one which has an option to measure the average bit-rate for itself instead of (or as well as) reading the VBR tag.
